Recommended outcome retries

What's new

Upload & Verify ID and Scan ID now follow Document Verification's recommended outcome.

When that outcome is Retry, the step asks the person to capture the document again. If Document Verification does not include an error code, the step uses NotScanned, which the SDKs already treat as a retry.
